CLINTON SCHOOL BOARD SPECIAL MEETING

CLINTON PUBLIC SCHOOLS

CLINTON, ARKANSAS

 

-         MARCH 20, 2008 -           

 

1.                  Call to Order.

 

The special meeting of the Clinton School Board was called to order by

Mr. Richard McCormac, Board President, at 5:06 p.m.

 

2.                  Roll Call.

 

Those Board members present for the meeting were:  Mr. Nick Gatliff,

Mr. Richard McCormac, Mr. Bobby Pack, and Mr. Mickey Parish.   Dr. Kyle Hensley arrived at 5:10 p.m. and Mr. Randy McCaslin arrived at 5:13 p.m.

Mr. Kirk Pryor was not present at the meeting.

 

3.                  Discussion of Finances.

 

Hazel Burnett and Dr. Bobbie Davis from the Arkansas Department of Education met with members of the Clinton School Board to discuss the school’s finances.

 

Dr. Davis expressed concern that no action had been taken on several previously discussed issues.  Clinton School District has two years to come off fiscal distress or something happens.  We have one year behind us.  She asked if the district had looked at the possibility of eliminating programs such as the Agriculture, JAG, EAST, etc.   Dr. Davis told the Board that she knows the district has good programs, however, the district doesn’t have the funds to operate all programs.   She said if the district is not in the black by June 2009, we’ve got a major problem.   There’s a law that says you can’t run a school in the red.  

 

Mr. Nick Gatliff asked if the board could be provided with an adviser. 

Dr. Davis said she would be willing to find a facilitator from outside the district to advise the Board, however, she wanted a commitment from the Board that they would make some decisions.  

 

The School Board is to meet with principals to review all programs, look at how many students are enrolled in each and consider what to cut.

 

4.                  Executive Session.

 

The Board entered executive session at 6:38 p.m. to discuss personnel (superintendent’s resumes).   The Board exited executive session at 7:25 p.m.

 

5.                  Adjournment.

 

Mr. Mickey Parish motioned to adjourn at 7:27 p.m.   Dr. Kyle Hensley seconded the motion, and it passed unanimously (6 – 0).
