
CLINTON INTERIM SCHOOL BOARD MEETING
CLINTON PUBLIC SCHOOLS
CLINTON, ARKANSAS
- NOVEMBER 15, 2004 -
1. Call to Order.
The meeting of the Clinton Interim School Board was called to order by Mr. Randy
McCaslin, Board President, at 6:03 p.m.
2. Roll Call.
Those Board members present for the meeting were: Mr. Nick Gatliff, Dr. Kyle
Hensley, Mr. Billy Tomlinson, Mr. Randy McCaslin, and Dr. Ben Mays. Mr. Richard
McCormac arrived at 6:10 p.m. and Dr. Jamie Beavers arrived at 6:22 p.m. Mr.
Mickey Parish and Mr. Eric Watson were not present for the meeting.
3. Approval of Minutes.
Mr. Billy Tomlinson motioned to approve the minutes of regular meeting held on
October 18, 2004, as presented. Dr. Kyle Hensley seconded the motion and it
passed unanimously (5 - 0).
4. Financial Report.
Mr. Billy Tomlinson motioned to approve the financial report as presented. Dr.
Kyle Hensley seconded the motion and it passed unanimously (5 - 0).
5. Arkansas Game and Fish Commission Wild School Site Grant.
Mr. Richard McCormac arrived at 6:10 p.m.
Mr. Hal Ward presented information concerning the request from the Board to
allow him to apply for a grant from the Arkansas Game and Fish Commission in the
amount of $3,250.00. This grant would allow the district to build an
amphitheater on the bank by the kindergarten building. Dr. Kyle Hensley motioned
to allow Mr. Hal Ward to apply for a grant from the Arkansas Game and Fish
Commission in the amount of $3,250.00 to build an amphitheater. Dr. Ben Mays
seconded the motion and it passed unanimously (6 - 0).
6. Graduation Ceremony.
Mr. Nick Gatliff motioned to allow the Scotland and Alread Campus to have their
graduation ceremony on their campus as long as their high school exist. Dr. Kyle
Hensley seconded the motion and passed unanimously (6 - 0).
7. Scotland Campus Senior Class Funds.
Mr. Dale Stokes, Scotland Campus Principal, presented the attached proposal
concerning senior class funds. The senior class had raised $5,070.42 for a
senior class trip. After annexing into the Clinton School District the class
will not be able to take a trip. The proposal would allow the campus to
distribute the money. Dr. Ben Mays motioned to accept the proposal from the
Scotland campus. Mr. Richard McCormac seconded the motion and it passed
unanimously (6 - 0).
8. Baseball Field.
Dr. Jamie Beavers arrived at 6:22 p.m.
Mr. Randy McCaslin motioned to accept the bid from Bellinger Excavating Inc. in
the amount of $4,900.00 for trenching, materials, installation, and clean-up for
a drain at the baseball field. Dr. Kyle Hensley seconded the motion and it
passed (5 - 2). Dr. Jamie Beavers, Mr. Nick Gatliff, Dr. Kyle Hensley, Mr. Billy
Tomlinson, and Mr. Randy McCaslin voted for the motion. Dr. Ben Mays and Mr.
Richard McCormac voted against the motion.
9. Fund Raising.
The current fund raising policy was discussed. No action was taken.
10. Policy Approval.
Dr. Jamie Beavers motioned to leave the student internet use agreement as is.
Mr. Richard McCormac seconded the motion. Dr. Jamie Beavers motioned to amend
his motion to include policy 5.26 - Alternative Learning Environments, policy
5.26.1 - ALE Program Evaluation, 5.28 - National School Lunch Act Funding
Expenditures, and policy 5.27 - English Language Learners. Mr. Richard McCormac
seconded the motion and it passed unanimously (7 - 0).
11. Executive Session.
The Board entered executive session at 6:50 P.M. to discuss personnel. The Board exited
executive session at 6:55 P.M.
12. Resignation.
Dr. Kyle Hensley motioned to accept the resignation of Mr. Curtis Turner, Jr., as superintendent at the end of the 2004-05 school year. Mr. Richard McCormac seconded the motion and it passed unanimously (7 - 0).
13. Adjournment.
Dr. Jamie Beavers motioned to adjourn at 7:00 p.m. Dr. Kyle
Hensley seconded the motion and passed unanimously (7 - 0).
